Simple as that. Allows you to somewhat cheat the system by using signs in combination with flowing water to create pseudo-source-blocks that work fine until they get a block update (they don't dissappear on random block updates!).
It is a bug from vanilla that was introduced with 1.5 and was fixed in 1.6.2. Probably easy to fix too. :)
