Stone walls

Why can I make stone walls from moss cobble stone but not regular (loose) cobble stone? It seems odd to lock something as simple as a cobble stone wall behind near-end game tech (Unless there is another way of obtaining mortared cobblestone than silktouch/block dispenser). Surely, you don't need to use mortar to make a rough wall out of stone.

Not an intentional gating, just something I hadn't gotten to adjusting to the newer mechanics yet. If I remember right I had put it off due to the need for falling-wall mechanics for a loose cobble version.
