Doing some quick googling, it appears that the 35mm film had a playback rate of 24fps (16 frames a foot at 1.5 feet per second feed rate, also explains the cinematic 24 fps standard of the current day) since this was a restoration, or re-encoding you can see in the 'stats for nerds' on the video page that it also has a 24 fps playback. It's a shame, but it would most likely require interlacing frames or just redrawing the animations unfortunately.
