Fortune and piles

It seems like it would make sense that using a fortune pickaxe or axe on dirt/gravel/sand would always grant four piles, similar to how using a fortune tool on glowstone always grants four glowstone dust. Of course, this wouldn't be applicable to shovels, as they just drop the full block.

I'm not sure this would make sense, as the tools are not effective against soil blocks, so it would not make sense that it would be able to return the equivalent of a full block, even with the enchant.
