Increase lower strata ore fuel requirement

Increase the amount of fuel needed to smelt the ores located in the lower strata.

Ex. 1 coal=8 1st layer ore (normal); 4 2nd layer ore; 2 3rd layer ore

-This would increase the value of coal and encourage the gathering of coal early on, as coal is still rather plentiful, even with the torch change.
-It would encourage the building and use of a kiln to smelt ores (smelt time would remain the same for kilns), in addition to the automation of kilns in order to more efficiently smelt the large amounts of iron one is bound to have obtained by that point in the game.
-It would increase the value of nethercoal and further encourage the creation and use of nethercoal in the pre-kiln stage.
-It would create consistency in regards to the different strata, as rock that's harder should have a higher melting point.
-Lastly, it would increase the value of surface level caves in addition to encouraging the exploration of the landscape to discover such caves.

It's not a bad suggestion, but it's extremely obvious. If FC wants to tweak the balance of coal and kiln use, I'm sure he can come up with one of the several obvious ways to do that.

Also, it's bad form to think of an idea, then to validate that with a bunch of reasons. Do you currently think that the mod is lacking in all these departments and did you think of a way to fix all of them in one fell swoop or did you come up with a "cool" trick to do with strata and then come up with the reasons?
