You sure they're colored correctly in your texture pack? If you don't leave the appropriate ones in grey scale, the code won't be able to color them right.

I just tested with your TP, when the grass grows the texture shows correctly.
The problem why dirt slabs without grass on top don't show correctly is in your btwterrain01. Replace the third texture first row with dirt and you should be fine!
