Texture packs take a long time to load (HELP WANTED)

Texture packs take a long time to load on startup, but not while the game is already running, making people resort to making their options file read-only, so they can't forget to turn off the texture pack at the end of each session. Investigation is needed to figure out why this happens and if we could speed it up. My guess is it's related to texture stithing/atlas, but I haven't investigated yet. This is a bug that goes back years I think (last time the texture pack format changed maybe?)
