Stairs and slats

Wasn't sure where to post this, but there's one thing that disrupts building, namely stairs and slats (wicker, grate) don't connect.
Is that supposed to be like that?

That's vanilla behavior. Same rules that apply to the way glass panes, iron bars and fences connect (or rather, don't) to non-solid blocks like slabs, stairs, leaves, etc.
