Caution: Slippery when wet

So first off sorry for adding to the thicket of suggestions recently but I thought this idea might be of sufficient value.

Basically the idea boils down to adding some kind of movement effect when you're exposed to the rain. Motivate us to build covered walkways to prevent slogging through the rain and/or slipping off walkways and make rain feel more like an actual game mechanic than just an annoying sound that plagues us at intervals.
