I have seen the latest topic about fortune beacon.
But it was dead for about a month so i did not want to take the chances.

I saw that you made that change to gravel to always drop de gravel block.
When i was experimenting noticed that when you mine glowstone it drops less that it cost to build.

So fortune IV = 4 glowstone dust always

is that fair?
