Wind Mill do not spin. Sometimes the guest can see it spinning sometimes the host can.
I couldn't figure why. Even after I moved it wouldn't spin.
However after a storm, and I had to replace the gearbox, it started spinning.
My daughter as the guest, could see it spinning. She did craft it.

If you want light-giving liquid, you already have Lava. It's fun, dangerous, and can burn your base down if used incorrectly. A safe alternative doesn't seem to fit the feel of the mod, considering that a lot of the systems can cause damage if used incorrectly. And why not just put glowstone/lightb...
