Are you sure you tried this? One nugget and one concentrated hellfire bar are synthesized into 7 Redstone dust. One gold bar and 9 concentrated hellfire bars are synthesized into 63 Redstone dust. Can you tell me where it states that the forge version doesn't require forge?
According to the install instructions in the wiki it definitely does and imo it would make no sense to make two versions, if he is capable of making a forge compatible one that doesn't require forge.

Since everybody suddenly seems worried about the portal rooms full of ghasts, the solution is so simple, shut off your portal when it's not in use.
I'm happy that there's finally a reason to shut off the portals and it's so simple with the use of a BD and a normal dispenser with fire charges.

An alternative way would be to block the slots in the hopper above the dispenser. You could keep them powered down until the last one is filled, then power them to fill the dispensers with exactly the amount of stacks you want!

Have you tried the third setting on the turntable?
Since the update to the gearboxes on how fast they power up and down, the second setting sometimes works and sometimes doesn't, but the third setting should work reliable.

The recipe is also a nice indicator for such things. Whenever there is redstone involved in the recipe, the device normally interacts with it.
