Hemp needs access to the sky or a light block.
I think glass is ok but you said it is under the swamp lagoon as in under the water? If so then that is most likely blocking the hemp's access to the sky

Well you have got yourself a mighty uphill start. Slimes are indeed trouble. Lighting the swamp will stop them from spawning. Unlike other mobs slimes wont despawn over time if you are in range. So the longer you are in or near a swamp the more slimes can get built up and the more places they can go...

Food will always despawn no matter if its on a web or on a pressure plate.
Difference is that food despawning on the pressure plate will pop a new one out, I know of no way to detect food despawning off a cobweb

I dispense food directly onto a pressure plate that refills food when nothing is on it. That way there is always food available

Because I had not played any updated prior I don't know how it was like but I can attest to the component value. Every trade the 2 things I beeline for are Medpacks and components. Still have not had a game where I have collected enough components to fuel one of those fabled killboxes
