I would make the argument that you should strive to build narrative using gameplay. Gameplay mechanics do a better job of building game aesthetic and narrative than any amount of cut scenes, rendered segments or pages of well written dialog can. That seems like a really poor justification not putting probes first. Torque and power management? I have a hard time seeing how either of those even play a major role in a sub-orbital launches... But that brings up another point, I usually play with IonCross crew support so manned missions are cons...
