This is vanilla behavior. To my knowledge, the only change FC has made to the sugarcane block is allowing it to be placed diagonally from water instead of having to be at the water's edge.

This update is pretty much what I was hoping for when I got Stellaris. About the only thing left for me is to decide whether I want to pick up a couple of the existing gameplay DLCs in the current sale or wait for Apocalypse.

I haven't followed that project in a long while, but after a bit of searching, it looks like most of them were former modders that Squad had hired on. Hopefully Valve will treat them better than Squad did, assuming that the company hasn't improved since last year.
