Actually stoked flames work, (kinda confirmed using inv editors, placing the stoked flame into the portal).
As you said, the problem is, that the portal frame has to be completed before the flame is applied.

Editing this should be no harder than editing the current terrain.png plus all the texture files in the btwmodtex folder in the minecraft.jar. Steel was included in to the mod before there are many uses for it so you can accumulate masses of it. FC did the same with dung, tallow(still has no use) and hemp too.

Oh yeah, more importantly you should copy your saves folder to somewhere else too.
I suggest you get TMI (or any other mod to edit your inventory) to quickly rebuild what you were trying to do. Also starting a new World just for testing stuff like that might be a good idea. ;)

I'll go on a limb here and say Xie's farming mod probably doesn't like vanilla seeds on Blocks other than hoed dirt.
Could you try the same without the farming mod to confirm it really is a bug with BTW and not a compatability issue.

Did you install Forge by dragging .class files and folders into the minecraft.jar?
I don't see modloader trying to load it. Atleast not from the .jar. Remove the forge.zip from your mods folder as well, just to be sure.
