This was obviously an older version but I don't know if the hopper code has been changed since then. Hope the extra pictures help diagnose the problem in some way.

How about a 'redstone rack and pinion' or some variation. It's a linear actuator and it also allows for use of the phrase 'hardcore rack'; the perfect combination.

Sorry for posting a bug report so soon after a big update but this one's a weird one. A powered dispenser on a rotating turntable turns 180 degrees instead of 90 on each turn.
